On March 29, 2024, the Promotion Conference for the Development of Green Computing Power Industry in Qinghai Province, themed "Protecting Plateau Ecology and Developing a Green Future," was held grandly at the Sheraton Qinghai Hotel in Beijing. Representatives from the Qinghai Provincial Committee of CPC and Qinghai Provincial People's Government, as well as relevant national ministries and commissions, partner provinces and cities assisting Qinghai, academicians and experts, central enterprises, universities, internet and computing power-related enterprises, financial institutions, and new energy enterprises attended the event. As an invited guest, China Bester Group, represented by Chairman Li Liubing and his computing power team, gathered with hundreds of industry elites, scholars, experts, and enterprise representatives to discuss the development of the green computing power industry and share the opportunities presented by the development of Qinghai's green computing power industry.
Chen Gang, Secretary of Provincial Committee and Chairman of the Provincial People's Congress Standing Committee, Liu Liehong, Party member of the National Development and Reform Commission and Head of the National Data Bureau, and Xiang Haiping, Chief Engineer of the National Energy Administration, delivered speeches respectively. Wu Xiaojun, Deputy Provincial Party Secretary and Provincial Governor, made a presentation on the development of Qinghai's green computing power industry. Wang Linhu, Member of the Provincial Party Standing Committee and Executive Vice Provincial Governor, presided over the promotion conference. Liu Chao, Vice Provincial Governor, introduced the Qinghai Lenghu World-Class Astronomical Observation Base and Astronomical Big Data Project. Yang Jie, Chairman of China Mobile Group, Chen Zhongyue, Chairman of China Unicom Group, Zheng Weimin, Academician of the Chinese Academy of Engineering and Professor at Tsinghua University, and other dignitaries delivered keynote speeches.

During the promotion conference, a signing ceremony for green computing power cooperation projects was held. China Bester Group signed a Strategic Cooperation Agreement on the Qinghai Three-River-Source National Green Smart Computing Power Scheduling Platform with the Xining (National-Level) Economic and Technological Development Zone Administration Committee. The signed project plans to invest approximately 1 billion yuan. China Bester Group will build a large-scale computing power scheduling platform with a "10,000-card level" in Three-River-Source, with a computing power scale exceeding 5,000P FLOPS @FP16. This platform will be able to achieve VPC reuse and scheduling of computing power, significantly improving the utilization efficiency and flexibility of computing power resources, and providing users with more efficient and reliable green computing power services.

Chairman Li Liubing of China Bester Group also held in-depth talks with Nan Haiyan, member of the Standing Committee of the Xining Municipal Party Committee and Deputy Mayor, as well as Hu Bo, Chairman of Qinghai Mobile. Chairman Li introduced to Mayor Nan the current status of the company's Three-River-Source Computing Power Cluster in Qinghai and the investment plans for the second and third phases in the future. Mayor Nan expressed his appreciation for China Bester Group’s investment in Qinghai and looked forward to further deep cooperation between China Bester Group and Xining City to jointly promote the rapid and healthy development of the green computing power industry.
During the meeting with Hu Bo, Chairman of Qinghai Mobile, Chairman Li Liubing reviewed the cooperation history between the two companies and introduced the company's development situation and plans in computing power business. Chairman Hu Bo, on the other hand, presented the progress and development plans of Qinghai Mobile in computing power business. Both parties discussed cooperation proposals and reached a consensus to establish a working group responsible for coordinating and promoting cooperation matters to jointly advance the implementation of computing power business.

During the exclusive interview with Qinghai TV Station, Chairman Li Liubing shared the company's latest progress and future plans in the field of green computing power. The first phase of computing power cluster constructed by China Bester Group in Qinghai in October 2023 has already been put into commercial operation and has received positive feedback from the industry. The second phase of high-performance 2000P computing power cluster officially launched in March is currently undergoing intense system testing and optimization. China Bester Group is committed to promoting the development of the green computing power industry, making a positive contribution in response to the goals of "carbon dioxide peaking and carbon neutrality" .
